NORTH ARLINGTON (Oct. 20, 2009, 6 p.m.) — In the Borough of North Arlington, where partisan politics is a tense, aggressive enterprise, Democrat and Republican leaders routinely lash out against their opponents across the aisle.

But on the morning of Saturday, Oct. 3, at the Tick Tock Diner on Route 3 in Clifton, officials from both parties came together over Belgian waffles and over-easy eggs.

What the four Democrats didn’t know was that the sole Republican at the table was recording the entire conversation with an audio device hidden in the sleeve of his gray sweatshirt.

The recording offers listeners a rare, candid look into the world of local politics.

Republican Chris Johnson, who is currently running with Jon Kearney for the two open council seats in North Arlington, gave the audiotape exclusively to The Leader Thursday, Oct. 15. As of press time, he said he planned to turn the tape over to federal prosecutors in Newark.

The audio recording, which lasts for more than one hour, features the voices of the four Democrats: Mayor Peter Massa, Councilman Steve Tanelli, Council President Albert Granell and Nick Antonicello, the chairman of the local zoning, planning and library boards.

Granell is up for re-election this year in North Arlington with his running mate, Salvatore DiBlasi, who was not at the Tick Tock meeting.

All four of the Democrats confirmed in an in-depth interview at The Leader’s office that they were in fact at the breakfast get-together.

The Tick Tock tape

At the Tick Tock on Oct. 3 the conversation quickly turned to what Johnson could expect to receive from the Democrats if his name was out of the race: money, appointments and power.

Johnson himself wasn’t short on words, revealing his discontent with the local Republican Party. “Without the money, the Republican Party is sunk,” Johnson said a few minutes into the meeting. “Without me they’re done. … If this thing goes through, they will not know which way to turn.”

Tanelli countered, showing confidence in the progress of local Democrats. “We’ve been trying for six years now to rebuild and get some strength,” Tanelli said. “To be honest with you, we have a lot of support saying, ‘You guys are doing a great job you’re holding the line on X, Y and Z.’ ”

Granell added, “We are building an army and they all vote.”

After a comment from Massa that “anything that is going to happen is going to be done right, legally and by the book,” Granell made the first of what would be several promises. “So let’s talk,” Granell said. “At noon time today, all the Chris Johnson wonderful literature on the NA Today Web site will be released. That comes off. We will take all that stuff down.”

NA Today is a political Web site run by the North Arlington Democratic Club; Granell is a contributor. Johnson and Kearney are currently featured on the Web site with their likenesses superimposed on lawnmowers and the infamous Mini-Me character from “Austin Powers.”

The next promise appears to have come from Antonicello. “If you come on board, I will make recommendations for you — planning board, construction board, next year,” Antonicello said.

Approximately 27 minutes into the audio recording, Antonicello brought out a letter of resignation for Johnson to sign. The letter was prepared at Antonicello’s request by North Arlington Borough Attorney Anthony D’Elia.

“Look what I have here,” Antonicello said. “You can read it, this meets all of your demands, I think.”

The conversation then focused on the looming deadline for Johnson to have his name removed from the election ballot. If he didn’t act quickly, all the parties contended, the Bergen County Clerk’s Office would not have enough time to remove his name.

A portion of the unedited transcript follows; the only missing words are those indistinguishable on the recording, and the numbers indicate when the remarks were made.

28:11 Granell: You’re here now. Don’t blow smoke

28:14 Johnson: The whole thing that you have my word is not going… I’m going to be honest, that’s not going to fly. I just need something...

28:21 Granell: Like what?

28:23 Johnson: I need something more concrete. I would say the in-writing thing would be a problem.

28:30 Granell: Like what?

28:31 Johnson: You know what I mean. You put yourself in my position.

28:35 Tanelli: The only thing that I would say is a guarantee would be the board spot. Because we talked about that. The council seat is a complicated process where the county committee has to vote on it. So it’s not something that we can say.

28:54 Antonicello: If you want something in writing as far as from a legal point of view. The mayor can’t put nothing in writing. As chairman of the party I will make a strong recommendation. I will give you my word on that. I will give you my bond on that.

29:06 Massa: You tell us what you want. We want to hear it from you what you would like to do.

29:14 Tanelli: I asked him that the other night.

29:15 Johnson: Yeah, the planning board thing is good, but from what I hear, it’s more of a burden than anything. Maybe something on the recreation.

29:22 Granell: You want that?

29:23 Tanelli: Oh that’s easy the spot is open right now.

29:29 Johnson: Maybe something on the recreation. ... That’s one thing I thought I could make a positive impact. ... That’s something I have an interest in.

29:37 Tanelli: That happens Thursday night at the council meeting. …

29:39 Granell: Thursday night at the council meeting.

29:52 Antonicello: You want something where you will be appointed to the recreation?

29:57 Johnson: With maybe a little salary attached to it.

29:59 Antonicello: Well, I don’t know about that. Salary?

30:01 Granell: On the rec commission?

30:04 Johnson: Yeah, something like that.

30:05 Antonicello: I don’t know if you can be on the rec commission...

30:07 Tanelli: There is no uh, they don’t get money.

30:10 Granell: The director and then if they had a secretary. They do have a secretary, right?

30:16 Tanelli: Yeah, I don’t know who the hell the secretary is now.

30:23 Granell: That’s like a $1,200 ...

30:27 Tanelli: Yeah, the only two people who get paid in the recreation is Mazzolla is the youth director and Rita Healy is the rec director.

30:34 Johnson: Well, that’s one idea.

30:36 Tanelli: But the commission spot is a voluntary position. If you want that. That could happen at the next council meeting.

30:40 Massa: That’s the foot in the door.

30:43 Johnson: Yeah, I understand. I understand.

30:44 Massa: That’s the uh beginning.

30:47 Johnson: Do you have any other suggestion, I mean, any other suggestions? Something with a stipend attached to it? Like you know I understand. I’m just saying to make a nice contribution to you guys. And you know whatever you put me on is going to be done 100 percent. Because if you see this the way this campaign would have gone down, if we didn’t have this meeting. … I’m not sure that we are going to win. But at the end of the day, you would’ve said that guy ran a pretty nice campaign on $6,000. How do you run a campaign on $6,000?

31:28 Massa: We ran a campaign on $7,000.

31:31 Antonicello: Chris, what kind of stipend are you looking for? What number?

31:36 Johnson: I don’t know.

31:37 Antonicello: $2,500? That will get you back and forth.

31:40 Johnson: Yeah, that would give me incentive. That would give me a little more incentive.

31:44 Granell: Let me be honest with you, before we go any further. I don’t think we can offer you a salary position right now. Because of pay to play. Because of who you are. If you were ‘Joe Blow’ walking off the street and we offered you a job, it would be nothing. But you being a political candidate, right? And then we offer you a salary position. That looks like pay for play. OK? Put yourself in my spot. Not your spot. But my spot.

32:09 Antonicello: I think, Al, that what he is saying though. I think. I read it a little different. I think that what Chris is saying here is that he won’t do anything before the election, because he won’t want to embarrass himself and make himself look terrible. I understand that. What you’re saying if I understand you correctly is that the day up to the election, the week after the election, the first council meeting — if there is something on recreation down there. You can put him down there. An assistant ...

32:34 Granell: We can do recreation this Thursday.

32:35 Antonicello: No, no, no. Not as commissioner, but maybe assistant to Mazzolla. We can work something out. You know what I’m saying...

32:41 Johnson: Right, I know him well.

32:52 Granell: You have to be very careful with pay for play. What’s going to happen ... Let’s be honest here. He dropped out, and we paid him off, that’s what they are going to say.

The talk continues

The conversation continued with talks of future development on the controversial property near Porete Avenue in the southeastern section of North Arlington.

“The ball is going to be in my court with all the development. Real estate down there is in my jurisdiction,” Massa said. “Being in that spot, it’s going to be a high visibility spot. … It’s going to be upfront. … Things are going to happen.”

Toward the end of the conversation, Antonicello and Tanelli returned to the topic of Johnson’s future after the election. “We can put you on recreation and put you down there, and possibly rec director after the election,” Antonicello said. “You have my word. If I tell you, ‘You got it.’ You got it. … Let’s not beat around the bush. I made a commitment to you. You have my word. You take it to the bank with you.”

Connecting the dots

Because of the sensitive nature of the audiotape and the allegations Johnson made, The Leader invited all four of the Democrats into its office Monday, Oct. 19.

The interview lasted for more than two hours; the officials were accompanied by attorney D’Elia. Although D’Elia initially said that he was present at the interview in his capacity as borough attorney, he later indicated that the Tick Tock issue was not borough business, and he would not bill the borough for his time.

The Democrats claim that the recorded conversation at the Tick Tock was all predicated on Johnson’s desire to drop out of the race and cooperate with Democrats in the future.

The recorded meeting was not the first time some of the men had met. A few days before, also at the Tick Tock, Granell, Tanelli and Johnson discussed the election.

“(Johnson) said he was interested in pulling out,” D’Elia said of the initial encounter. “He wanted to know whether he could get his letter in quick enough to the county to withdraw in time. This is what I was being told after the fact, and then he wanted to have a meeting with these guys at the diner to talk about him withdrawing so he can go ahead and do it.”

Johnson adamantly denies D’Elia’s characterization. “There are no two sides to the story,” Johnson said in his own follow-up interview at The Leader’s office.

“They’re the ones who solicited me. They’re the ones that made the offer. … I wouldn’t resign from the race; it’s just not in my character. I would go down taking a beating in the election. I just wouldn’t resign.”

For himself, Granell said he had no idea Johnson was recording. “I was really annoyed when I heard that,” he said. “Now that I hear that there is a taped conversation on Saturday, it’s very disturbing.”

Antonicello said that the promised recommendations offered to Johnson were more situational; North Arlington just doesn’t have enough qualified volunteers to fill available positions on municipal boards, he said.

Antonicello said he is still considering Johnson as a candidate for the planning board. Tanelli and Granell were less forgiving, saying that the secret tape shows Johnson’s true character.

Massa would still consider Johnson with one caveat. “If he sits down to me like a man and talks with me and puts his tape recorder on the table,” the mayor said.

Tanelli said the conversation is not evidence of quid pro quo. “Absolutely not,” Tanelli said. “What was a guarantee was that I would support him in putting him up. I would support him as recommending him for the mayor to make the move. … You can’t find volunteers to take these positions … you need experienced people and you need people that are willing to donate their time.”

When asked what they would think if the residents of North Arlington knew about the conversation, Granell stood his ground. “I think they would read the transcript for what it is,” he said. “It’s just a very honest conversation going back and forth. We were trying to get an issue resolved. … There is nothing in that conversation that I regret saying. I think you got a very frank, candid conversation.”

Antonicello, who was apparently the first person to bring up a monetary value for a political appointment at the meeting, defended his actions. “I threw out the number $2,500 … and that was just a figure of speech, a figure of conversation of what was open, thinking because he was a young guy to be involved and we are looking for a young guys,” Antonicello said. “Anything other that’s taken from that is taken out of context or a misleading statement.”

During his interview with The Leader, Antonicello failed to mention that only a few hours earlier he had talked with Johnson again about leaving the election, a fact confirmed by borough spokesperson, Thom Ammirato.

Johnson acknowledged that he taped and baited the Democrats in the diner meeting, but had no intention of taking any offers.

“I taped it because I couldn’t believe what they were trying to do,” Johnson said to The Leader. “After that first meeting that they were going to offer me a job to drop out of the election … To me it shows that the dirty, filthy arm of corruption extends to little North Arlington. And if they are going to do it to me, for whatever reason they have in their mind, where else would they pull these maneuvers? … There’s no two ways. You can’t tap dance around that tape.”

I'm very offended by the actions of Chris Johnson who is running for office this year.

What kind of person tries to "bait" people or solicits bribes for the purposes of running to the newspapers to make a headline?

I'm very disappointed in The Leader for not doing the proper "due diligence" in checking this tape out and contacting the proper authorities.

Like Johnson, The Leader had an agenda and that's to sell newspapers. Johnson's agenda is to win the election!

Why hasn't The Leader brought in all four of the candidates to discuss this mess?

More importantly, why is Mr Johnson giving the middle finger when being photographed in a flyer I received in the mail this weekend?

What is wrong with this person?

I hope The Leader can bring some clarity to this whole issue by avoiding senasationalism and illiteration and giving us some real facts here other than just some sordid tape that doesn't really prove anything?

Finally, one person posting on another BLOG (NJ.com) is claiming The Leader gave them the transcripts of the tape?

How accurate are these transcripts and is The Leader taking sides in what has become a political fight to the death?

I hope not.

Cooler heads at The Leader should dictate otherwise given the over-reporting of the story by The Leader and the limited reporting of the same story by everyone else.

Is this about the truth or just scooping some other media outlets?

The North Arlington Leader's journalistic credibility is being challenged by the Johnson tape.

Here's why:

* Now one has heard the tape in full

* No one knows if Johnson has more than one tape recorded

* The people are getting a one-sided acount of the whole affair

* Why did The Leader wait til the day they were to file the story to speak with the Democrats for comment?

Is that fair and balanced? Why not bring in all the candidates and have them all discuss what really happened?

Does anyone really know what Johnson did with this tape?

The Leader should sponsor a debate. They created this firestorm by running with the story. They have an obligation to get ALL THE FACTS out so people can make up their own minds.

Carneys Point Mayor Indicted
Tuesday, November 21, 2006 | 2:53 PM

TRENTON, N.J. (AP) - November 21, 2006 -- The mayor of Carneys Point was indicted Tuesday, charged with public corruption for offering government jobs to his political opponent in exchange for the man pulling out of a local election.

Mayor John M. Lake was charged with two counts of bribery and one count of official misconduct, state officials announced Tuesday afternoon. The opponent didn't exit November's town council election, and Lake lost the race for the board's one open seat.

Lake's attorney, Jeffrey Zucker, said he was informed that Lake, a Republican, would be indicted Tuesday but declined to comment on the charges when reached earlier in the day because he had not yet seen the indictment.

Is that comic so stupid as to not know that violation of the 4th amendment is for government only? Chris Johnson, who at the moment is a regular citizen, cannot violate someone's 4th amendment rights! He doesn't need a warrant as he is not an agent of the state!

New Jersey's wiretapping law is a "one-party consent" law. New Jersey makes it a crime to intercept or record an in-person or telephone conversation unless one party to the conversation consents. (Johnson was one of the parties) N.J. Stat. §§ 2A:156A-3, -4. (link is to the entire code; you need to click through to Title 2A, Article 156A, and then locate the specific provisions). Thus, if you operate in New Jersey, you may record a conversation or phone call if you are a party to the conversation or you get permission from one party to the conversation in advance.

Well incidents like this is not what the residents want! We're not going in the right direction. It seems wer'e not going in ANY direction at all.
Please, as a long time resident, I am asking that this administration LISTEN to the CONCERNED residents and CONCERNED business owners to get North Arlington back on track. Democrats should applaud Republicans for good ideas, Republicans should applaud Democrats for their ideas.

'The conversation continued with talks of future development on the controversial property near Porete Avenue in the southeastern section of North Arlington.

“The ball is going to be in my court with all the development. Real estate down there is in my jurisdiction,” Massa said. “Being in that spot, it’s going to be a high visibility spot. … It’s going to be upfront. … Things are going to happen.” '

By 'upfront', in the context of the rest of the statement, it is obvious that means 'upfront' visible, not honest. He says high visibility and upfront as they are one and the same.

What does Mayor Massa have planned that has not yet been revealed? Just wondering.

Funny, this is a man who never voted in any type of election, until he ran for Council. Maybe his votes could have changed this town's pathetic outlook. Kearny is looking better than North Arlington. Just because you put some fancy street lights on Ridge Road, doesn't mean the problems are solved. The Democrats and Republicans should BOTH be ashamed for what has happened in our little town. There is abolsutely nothing for the children to do - no where for them to go. I'm a product of the very early 1980's when all you had was Ridge Road or the Cemetary to hang out in. Yea, I know that it is politics and it can get to a dirty business and in NJ everone does it. I understand those points. I live out of state in California and my Californian friends are often amused about my "Jersey Stories"...

Still... Having known all and met some of the parties on both sides and having no dog in this race, It is still shocking... and sad...

Here you have an administration that campaigned that coruption will no longer be tolerated and that the "Kaiser Years" are over. At minimum, they have become who they supposedly despised. The mere fact that the suggested ANY perks is daming. I had faith in some of these guys but that is gone.

On the other side, you have someone who is talanted and certainly well educated. The arguement can be made that it takes someone governed with a scary amount of ambition to pull this off during what a appears to be a good will meeting of sorts. What cannot be argued is what the transcript says and what was discussed. Entrapment? Well.... it is what it looks like.

Having said all of that, it is ashame that this town has become governed by such small minded people fixated on getting even with the democrats and the republicans. North Arlington and Mongolia are alike in many ways in the fact that they may have had a glorious past but really don't have much of a future.

In closing... force the mayor to work harder and to be accountable for the company that he keeps... I recommend a 3-3 split council...

Vote for Chris Johnson (R) for having the temerity to show us all what this town has become and to also show us that he is as intelligent as we are lead to believe.

More importantly, why did you ask for paid compensation?

Why did you refuse a volunteer position, but attack Antonicello publicly just a few weeks ago for serving?

So you didn't want to serve on the planning board because it's too difficult, but you want to be a councilman?

Who does this make sense too?

Then you ask these guys to violate the law and make a promise for a part-time job which was never offered or promised?

So you're campaign has been reduced to taping conversations with candidates with the hope of makling it look like corruption when you called for the meeting in the first place?

If this tape is so damaging, why not forward to the proper authorities first? No, instead he cuts a deal with the Leader to get an exclusive story and the Leader cooperates?

Then the Leader is "scooped" by The South Bergenite as well as The Record anyway?

This is a guy who wants to be a lawyer, but can't seem to pass the bar exam. This is a guy who tapes conversations and tries to destroy people's lives over an election?

This guy is sleazy. He's pathetic and needs some growing up to do. He wants to play judge and jury and hope that the meeting itself is enough to sway an election where he has little, if any support?

At the end of the day in local politics, it is probably fair to say that 1) the minority of residents vote or care about their town (besides a token care for the tax bill or the school their kid is in) 2) the quality of local politicians is horrible, 3) the likelihood of changing either 1 or 2 is fairly minimal because of the machine system and the benefits of in*****bency (or gerrymandered districts at the Assembly-Senate level. (That is probably exactly the same (or worse?) in national politics, but that isn't the subject right now.)

This isn't useless complaining, I recommend:

-Short term limits for Mayor, Council, Planning Board, State Legislature, etc. You can constantly have fresh blood in the system, stagger the terms so there is still experience and not massive changeover from year to year. The argument always comes back that you need to have experience, or that it is undemocratic to limit the choice of the people, or that it is unfair to not be able to reward a good politician by putting him back in office. I disagree - the experience is still there, the choice would actually be expanded because you prevent the benefit of in*****bency from creating a lifetime appointment, and the politician that is good can always seek the next highest office. This isn't a new idea. It works. It doesn't work for the corrupt (insert either Democrats or Republicans) at the local level who represent a small group of vocal people.

As for me, I vote for individuals, not parties.

Google "John Lake Carneys Point"

Maybe Nick and him can share a cell and refine their bribery methods.

Johnson I have news for you.

your republican party sunk long ago

when jimmy bocchino lost, that was the end

when kaiser was raided and resigned from his positions, that was the end

when the illegal councilman was removed, then your party crushed by massa, it was the end

funny how this is the only way you can make headlines

Plan A:
After the hull street silliness by johnson, he spoke with Mr burgani kids and apologized about the article. Mr Burgani is sal's partner who was away.

The leader and others papers went down to hull street and saw no story there.

Plan B:
make up story how unhappy you are with campaign and complain that you are not in control and richie hughes is doing everything. YOU want out and have a hissy fit in joe bianchi's barber shop and apologize to diblasi who is getting his haircut. claim to sal your done and want out of the race in front of joe and sal.

Plan c: meet with tanelli and granell and say that you want out. Not sure how to do it, but you want to meet mayor, chairman and candidates to explain why your out and tell them your going to jump ship and work with them.

plan d: never plan on dropping out, tape conversation at diner with the folks you asked to be there, Hope to trap them in something illegal and solicit a bribe. They were there because johnson asked them to be. Right CHris two sides to every story. They do not offer him the paying job.

Plan c:
play the tape

But as the story goes - he's beaten at his game.

Did they pick the old man's pockets before throwing him under the bus?

"You put yourself in my position."

No thanks Johnson.

You are an under-achiever who will lose this election.

I guarantee that this will not put you ahead in the polls. Massa and the dems have widespread support all over town and they will defeat you come november 3rd.

I'm not a lawyer, and neither is Chris Johnson.

Did Chris Johnson actually finish law school or take the bar?

Why is someone who went to law school mowing lawns for a living?

When the letter is produced, why doesn't Johnson protest? Why does Johnson ask for financial stipend?

This guy has opened himself up to quite an array of charges.

I have read the article in the paper today and felt compelled to write something.

It is so said that the political system in NA is such a failure. I am a disgusted democrat, not only today but every time I read NA today. Is this the best my party can do? Putting-up sophomoric pictures and slurs about their apponents, Recanting the past over and over again..Why can't we take the high road? Suppose Johnson intentions were to trap the democrats, why on earth would they even entertain the idea of setting-up a meeting with their apponent???? Doesn't that automatically SHOUT trouble...

Someone on here refers to Johnson as a loser landscaper - my husband is a landscaper and is far from a loser....In fact we were giving Johnson a lot of credit for running and trying to run a business at the same time. I think we might just vote for him, if nothing else he is smart enough to bring a tape recorder when he knows something smells bad.

Chris, keep cutting your lawns and maybe our tax bills too!

To the above "independent voter" -- if Johnson recorded vendors offering him bribes and came forward to report them, that would bother you?

After hearing a portion of the tape that has Mayor Massa claiming he's approached "every day" by developers with envelopes (to his credit he says the amounts have never been worth going to jail for and so presumably he's never taken one) -- I'd find it heroic for a politician to not only pass on a bribe - but to proactively report it.

Coincidentally, those two aspects are present here. Johnson turned down the offer of a job, and reported the attempted bribery.

If politicians like Massa actually reported the developers that were going around attempting to bribe them - we might make some small progress in cleaning up this Soprano State.

Gee this looks like another day in cut throat No. Arlington politics.

I don't live in that town and typically do not post these messages. I am an independent voter and thinker, have been for many, many years.

I will, however, make several statements here.

You are all nuts and this does not look good for either side.

The guy with the tape recorder is a sneak. How can your residents trust him and think of the type of trouble he could get himself into if he were a councilman. pretty low down and dirty if you ask me. a perfect candidate for a jail sentence if he were to pull this with a government vendor. he's an accident waiting to happen and this is very immature as someone posted earlier.

If the Mayor, council and his chairman are doing a good job there and feel confident about their party's track record, they should not have taken time to meet with a political opponent to discuss his options or any kind of future he could have in their government. Especially one who apparently is inexperienced and does not, as they claim, to even work in a professional environment or have any political leverage. Why these meetings at a Clifton diner?

Further, this council candidate is not an FBI informant so I am wondering why all of you are so excited over this. anyone can tape a conversation and bring it to a newspaper. Nobody will be arrested over this, I can assure you.

this is not going to make a difference on the outcome of any election in North Arlington. The diehards, supporters and friends of each side will still vote for their choice, it may however, skew the undecided voters and this could work in favor or against both sides.

I hope that you can all put aside your differences because people vote for who they trust, not who is a landscaping guy and who is a UPS employee.
